Flashing ads/videos/etc when loading web pages is a whole different issue. I'd pay for whatever works.
It annoys me greatly that I have to pay for my bandwidth, and then have to submit to some other person or organisation using that bandwidth to hawk their products or push some stupid moralising message or whatever. eg:
"if you drink then drive you're a bloody idiot..."
"Check both ways when crossing the road..."

I paid for the bandwidth, and I want it reserved for the data I specifically requested....
I think it should be illegal for any website to "push" advertising material down to your PC until they have requested your permission to do so:
"Do you want to authorise The Boring Product Corporation to use your precious bandwidth to load a stupid, slow Flash Ad onto your screen while you wait ages?"
