What version of Puppy?
The things they do not tell you, are usually the clue to solving the problem.
When I was a kid I wanted to be older.... This is not what I expected

Hey boof,
I had e1550, a friend loaned it to me when I first came to puppy.
I used it in Fatdog 630.
To make it detect as modem and the data storage on it, I had to run a command once, I can't remember it now, something like usbmodeswitch, I had to install it from repo.
I do not know what it does. But it made my device and the storage on it accessible.
Please try.

This may help:

http://askubuntu.com/questions/512092/h ... -broadband

Remember Puppy doesn't do sudo

If you don't have gedit you can use geany instead
