Just a thought, but.....why don't you make use of the 'Pepper auto-updater' that our Russian colleague SFS modified off the back of Geoff's wonderful Flash AutoUpdater?
It's a standard part of my Chrome and Iron builds these days, and it certainly cuts down on the need to have to re-pack/re-upload every time a new version comes out. It works pretty well, too.....and if you put it in /root/Startup, modified to point to the PepperFlash location, it runs itself at boot time.
It's only a tiny script - some 1.5 kb in size - so wouldn't add any bulk to what are already enormous packages nowadays - and, unlike FlashPlayer, which Adobe kept on moving around, playing 'musical URLs' with it, Pepper's download location seems completely 'static'. It's been running OK for me for over 18 months now, and is the reason I quit doing the PepperFlash .pets; with this, it only needs installing once, and runs unattended after that..
(I'll still be glad to see the back of it when it finally dies a death, mind you....)

and I'm not a great fan of things that auto-update at boot-up - reminds me too much of how MS Windows used to slow down inexplicably due to all the automatic garbage it used to do ;-(
I haven't looked at the auto-updater but presumably anybody who feels the need could add it on themselves?

peebee, like most of us who produce regular packages, doesn't tend to keep every single old version hanging around; only perhaps an occasional one, if it's particularly noteworthy for any particular reason.
The best I can suggest is to visit archive.org, and see if our archivist, Ally, has mirrored it in any of the huge number of collections he's assembled over the years. More specifically, try the 'Puppy_Linux_Skami_Browser_Repo.' :-
