Nah, that's fair comment. Like I said, for many folks who just want to compose & print off the occasional letter, Textmaker's fine. You, on the other hand, appear to have a slightly more serious & "specialised" use for it, and if doesn't do what you want, well.....
The templates feature may be one of those missing from the full, 'paid-for' SoftMaker Office. I don't design the features it comes with, mate.....I just package 'em. And this is part of the reason we like to ensure there is such a diverse selection of apps/progs/software of all kinds available for Puppy.....'cos that way, there's bound to be summat to suit most people.

Mm. Well, if you attempt to save as .odt, using the application at defaults - as it comes, OOTB - then no; you don't get the option.
