There is a lot of control over what a kernel can do and hardware it will support, when the kernel is compiled.
How the kernel is configured is very important.
The kernel has a DOTconfig file that sets what is active or not active and how it is activated.
All these settings can be set when kernel is compiled.
ozsouth recently compiled a kernel for me that activated the sound device in my Chromebook.
No other normal Puppy version kernel was configured to activate it.
ozsouth seems to understand this kernel configuring.
I am sure he could help you.
