TLS 1.3 is made available by Firefox.
To check if you already use it, go to about:config, accept warning, and search for security.tls.version.max
If you have it, the number is 4. If the number is 3, you have TLS 1.2 version. Double-click to change value to 4.
Progressively, Firefox makes TLS 1.3 available for all users.

Hmmm last time I really checked, FF27 mis-behaved and reset a 4 value to SSL3 (zero value). I will check again and report.
