I wonder if you have tried the following procedure. I have done it manually.
(I don't use vivaldi on fossapup64, but use it on tahrpup. The performance of vivaldi on tahrpup is not good, though.)

After exiting vivaldi, try executing the commands, and then start vivaldi.

Currently I'm online and posting with FossaPup64 and pgprs-2.0.4-beta.pet installed. Though, I'm running FossaPup64 with Kernel 5.0.21-rt15. Using the original kernel of FossaPup64 the modem is not detected.

Pmodemdiag (pmodemdiag)?

Command not found in my build of BIonic64.

That is because pmodemdiag was made obsolete many years ago, replaced by pdiag.

Since you can get pgprs-2.0.4-beta to work with fossapup and kernel 5.0.21-rt15, could you run that and also with fossapup's kernel and collect as much as we can with 'pdiag'? In each case, after running pgprs as far as it will go to attempt or make a connection, just enter "pdiag" in a console window and let it make a pdiag tarball for each run (giving them different names).

But before you run pgprs: be sure to remove the file, /var/local/xwin_disable_xerrs_log_flag and then restart X, to enable logging to /tmp/xerrs.log for the trace.

The tarballs will include the trace of the operations as well as much other information, in which we can look for clues.

Please post those tarball files here or in the pgprs thread, or PM them to me, whichever you are comfortable with.

No!
The USB modem is always plugged into the same USB jack. It's on top of the computer case, where's three of them. One is USB 3, the other two is USB 2. I always plug it into the 2nd USB 2 jack. The USB 3 is generally used for external USB 3 Hard Drives.

Anything else needs some time, though I'm going to try my best.
