I put together a Bionic64 on a 8 gig USB drive.
This is what it should look like. below. I think from what you describe the structure on your usb drive is correct.

Do you think it has anything to do with UEFI?

Since this is not related to Zoneminder, should I start a new thread?

Here is a screen shot of the files... the boot usb on the left, and the target usb on the right and the subfolder. I do not see the Boot folder you have on mine.

wow I just noticed there is a difference between a woof-CE built Bionic64 and the stock version Bionic64-8.0

the woof-CE built Bionic64 has a /boot directory and the Bionic-8.0 from an ISO does not.

that would probably get some quick help on the boot problem. Most certainly can be EFI related but you are getting to the Grub4Dos menu screen and then the OS is hanging up which seems to indicate that something else is wrong. Both the versions of Bionic64 I have running boot up correctly one with the /boot folder and the other without
