OK, after further investigation...

In Xenial the VPN fails to load because /dev/net/tun does not exist.
This is because the tun kernel module is not loaded.

If you are running with a save file/folder, use boot manager to add the module named tun and reboot. VPN should now complete activation.

In 32bit Xenial I see that PPM offers openvpn 2.3.10 and drags in a few extra dependencies. Probably would work though.
Latest release of openvpn is 2.4.5

I agree this is a strange one!

Xenialpup may be more sensitive to any errors in the file system.

You did post running e2fsck gives superblock errors.

If the save is on the ext4 partition that is the common thing. Something could be wrong with it.

You could try checking the save for errors.

The save file can not be in use.
