The instructions I've linked to say you need to put /dev in your path, not /mnt. VLC accesses the dvd device directly, it doesn't go through a mountpoint. I tried VLC in Windows and opened folder with videos. It worked fine. It loaded all the video. Why it doesn't work in Puppy?
